If you're going to single out one officer, or a small set of officers, for a "typical asap" violation, then you've lost me. Rather, how about an overriding "the failure of an officer to meet an asap deadline is the crime of Lateness; the officer is not guilty of this crime if e has held the office less than 7 days" in the place were "asap" is defined? -G.
