Hmm.  I haven't been around long enough to know what game custom would
say in this situation, though I did look through the archives a bit.
I interpreted the election notice as purporting to initiate the
election defined by its text, i. e. the election {officer X, eligible
voters Y, valid options Z}.  You're interpreting it as initiating an
election for officer X, at which point the rules take over for Y and Z
(and the notice serves only to inform us of this information).

One reason for my interpretation is stylistic: in R107, the matter to
be decided is placed on equal footing with the other parameters of the
decision.  Thus, when Yally created a valid notice intiating the
decision {X,Y,Z}, it initiated the voting period for the decision
{X,Y,Z}, as this was the decision described in the notice.  In this
matter, it takes precedence over R2154, which describes how an
election is (LEGALLY) initiated.

I hope this is clearer.  If there is cause for an appeal, I understand
and am willing to look over game custom more closely if REMANDed.
