It explicitly allows votes that depend on conditions with values other than true/false, e.g. "I vote for the first candidate (if any) who does X". Currently, these require implicit translation to "I vote for candidate #1 if e is the first, otherwise candidate #2 if e is the first, etc." which muddles things like CFJ 2591.
