No, because the IADoP will just end the election by announcement. The
problem is that e cannot, as PRESENT is an option and as such there are
still two options.

Better would be to reword the rules allowing early ending of decisions
to not count PRESENT, or to generally allow PRESENT for all Agoran
Decisions and have it not count as an actual option for counts, etc.
