Protos are submitted as proposals are, entering the proto pool instead.
Protos can be amended or retracted by announcement, by the author. Once a
proto has been in the proto pool for a week, it can be made into a proposal
by the author, with a reduction on the price of making it distributable as a
reward for submitting it to review.
