You should make a good-faith effort to evaluate how much of your creativity and intelligence went into creating the proposal. If the choice of rule to be repealed was a particularly clever one, or if the amendments necessary to patch around the loss of the rule were particularly tricky to work out, then that could quite reasonably warrant a higher II. Conversely, if you just rolled a die and said "proposal: delete this!", then that should be disinterested. Follow the existing guidelines for interest index. And, of course, it's likely that the appropriate II will vary from week to week.
