I've always understood that to refer only to messages and actions that
took place prior to the document's ratification. But on closer reading,
I think we were both wrong. There's nothing in the rules to imply that
it's limited at all.

Interesting questions:

I should have 1 widget.
A report is published saying I have zero widgets.
I attempt to spend 1 widget to buy 1 gadget.
The report is ratified.
Do I have a gadget?

I should have 1 widget.
