Add the words "This is an Agoran public contract" somewhere in the B
ruleset, then publish its text to Agora, get everyone to agree to it
publically in Agora, and inform Agora of every change to your ruleset.

IMO, it's not worth the effort, especially as it doesn't /do/ anything.

(Making a B-lead Partnership might be more interesting; see
http://agora-notary.wikidot.com/perlnomic-partnership for an example of
a partnership that's a projection into Agora of a different nomic.)
