I'd have to check. Note that Rule 2169 includes an exception for such
situations ("except while this would result"), precisely because we ran
into the problem several times with the AAA; the theory is that it's
better to let a party judge (and appeal if clearly inappropriate) than
to wait up to several weeks for a non-party judge to become available.
