Well, not really. I can't think of any sensible way to average AFFIRM,
REASSIGN, and OVERRULE as it is; REMAND is not completely implausible.
(Under the old appeals rules, the appeal panel would have been recused
for being unable to make its mind up, and a new one would be appointed.)
