Wooble suggested the Perl packages for reading Excel files, too. So I
suppose it's technically possible, although it would need a proposal to
install it if you wanted to do it properly.

As for the general issue of attachments, I'm not sure how well they're
archived in the usual Agora archives, which could become a problem down
the lines.
