This makes the (ok, almost certainly correct) assumption that "the rules" in R1742 has Agora's rules as the referent. Flimsy arguments against: "the Rules" is used in several places in the ruleset, which means that the lowercase version might only ambiguously refer to Agora. And R2200 contains the phrase "the rules of that nomic", showing that "the rules" can clearly refer to something other than Agora's rules. Well, when qualified, at least.
