I disagree; jumping in and deputizing can be part of a scam; the notice that someone else intends to do it should go to all Agorans. Outside of a scam, there's general accountability; an elected officer is generally accountable through elections, in the absence of that accountability, at least notice is reasonable. Finally, I'd say that there's a greater chance of error when a non-officeholder jumps in; requiring notice allows correction of such potential errors.
