Proto-Proto: Proper advocacy
Make the gratuitous argument system official. Augment the judgement
rules to indicate that a judge is not required (but can if e wants) to
take into account arguments not submitted to the CFJ. Add a Motion for
Reconsideration that requests that the judge reopen a question (in
effect a mini-appeal).
(In effect, make players responsible for ensuring that their arguments
are heard. Judges should not have to go digging around for arguments,
and certainly shouldn't be appealed because someone didn't put their
arguments forward in a clear and timely manner.)
