The intention is to refund points that the scam unfairly removed from
people, not to resolve ambiguity. The scam was just intended to give me
a win, but incidentally removed about 80 points from Murphy (and some
points from other people) because Agora was too locked-down to allow the
scam to restore them itself. The conditionalness prevents it ratifying
an incorrect scoreline in the case that, say, Wooble's PNP-walrusising
scam worked but my scam didn't.
