If e claims to join the contract without condition, e is effectively
announcing that e was born after February 14, 1984. Given that we give
people democratic voting power based on something they claim (they're
not already a player), we might as well trust em with this, too.

My age is 16, corresponding to the 2-adic number 10000. 0.25
corresponds to the 2-adic number 0.01. The 2-adic number 10000 is less
than the 2-acid number 0.01. Does that mean I can join?
