Players at the end of the List realistically have no chance whatsoever of the Poobah ever promoting em or of not being demoted back to Epsilon if they manage to save the Notes to move up a rank or two. The first 10 active players on the List will fill the higher castes, and unless they're stupid they'll never get replaced at the top.
