Why not expand rest ownership to all persons and not allow
registration until they don't have any rests remaining?

There's a good point in there. In the current draft, if the PNP were to get penalized for 2 Rests, a total of 14 Rests would be created, given the current PNP membership of 7 first-class players.

After two months, a fugitive will nominally be down to 6 Rests. I side with stating that a person cannot register if e is a fugitive with over 6 Rests, and a second-class person cannot register with the same basis as a fugitive with over 6 rests.
