Noticed this when working on Rests, can anyone find a reason why the following power-1 clause wouldn't work:
Any proposal submitted by [anyone other than the Dictators] is
immediately removed from the Proposal Pool and ceases to be a
proposal.
I don't think this is actually stopped by the last paragraph of R106.
Thoughts?
