Overall, I'm happy to go along with your contention that old rules which are no longer in the ruleset and have no legal force create an ambiguity with current methods that have been used for months at least. I will be looking at all current abbreviations involving Voting Limits, it's too similar to Voting Entitlements for my taste and I'm truly confused by the situation. -Goethe
