CFJ 1307.  I believe e was indirectly claiming that my actions failed due 
to lack of specification, though we've greatly loosened our willingness in
the Rules to accept "all" or other generalities.  In any case, I've withdrawn 
consent for being in any public contract, so R101 should generally hold unless 
individual contracts I'd already agreed to forbade me from so withdrawing.
