I'm not sure that random promotions/demotions (with notes to affect the
chances) would add all that much; it certainly might shake up the usual
pecking order at the top of the voting ladder, but also would make
change harder, and probably make voting-power bribery harder. (BobTHJ
seems to be doing quite well bribe-wise, as Speaker.) It also competes
with my earlier incompatible proto on the subject, which I'd like to
repropose some time, but only when people are bored of Caste.
