Voting was reformed relatively recently, but there have been a couple of protos to reform it again. Maybe another winning (or especially another losing condition) would be useful; also, I have a proto for reforming punishment atm that people seemed to like, maybe I should finish it off and propose it some time.
If you're looking for other things to play around with, the officer system could be an interesting place to start. -- ais523
