Because I suspect whole-rule repeal proposals (even if proposed by a
human) would have about as much legislative success as Bayes' *other*
proposals.
This is a silly contest, but it would only be for a few points.

1. This is a public contract. Its contestmaster SHOULD be comex. If
this contract is not a contest, all following sections are void.
2. The goal of this contest is to guess how Bayes chooses Rules to
propose repealing.
3. comex CAN terminate this contract by announcement, and SHOULD do
this if Bayes is no longer the Anarchist.
4. Bayes SHALL perform eir weekly duties as Anarchist in a single
message, and SHALL, in that message, submit the identities of all five
distinct rules e randomly selected. E MAY also supply other pertinent
information related to eir selection.
5. When fulfilling eir weekly duties as Anarchist, Bayes SHALL use a
reasonably guessable pattern to decide which of the five rules to
propose repealing.
6. Parties to Bayes SHALL NOT disclose this pattern, unless it has
already been guessed.
7. A contestant that is not party to Bayes CAN guess the pattern by
announcement. If this announcement is correct, and it is the first
such correct announcement since the pattern was most recently changed,
the contestmaster SHALL award em 5 points. E SHALL NOT award points
otherwise.
8. Upon a correct guess, Bayes SHALL, as soon as possible, change the
pattern. Bayes SHALL announce when e changes the pattern.
