A proposal is defined as "a document outlining changes" etc. (Rule 106); neither its existence nor the Promotor's ability to distribute it (Rule 1607) depend on it having been submitted; what submission does is a) give it an author and possibly co-authors b) place it in the pool, eventually requiring the Promotor to distribute it
