I unfortunately need this answer in order to issue an RBoA report. I
think you missed the question though. Here's the relevant part of the
scam:

ais523 only has enough chits for four 7 crops which he withdraws from
RBoA. According to the above language does e then deposit zero, four,
or five (using one of his own) 7 crops into the PBA?

I know the "I deposit the resulting 65 Chits for 650 Coins" fails as
ais523 got the currencies backward.
