I would think it would be more reasonable to place it at the top.  Who
regularly reads the forum section?

I would dispute this point.  That players have the right to use the
fora does not imply that every forum has an inherent right to be
usable.

I doubt that agoranomic.org is any less vulnerable than freenode to a
DoS attack.  Your conclusion seems reasonable, though.
