PerlNomic is also set up to only assign ID numbers when the proposals are actually published; they have a temporary ID for internal PerlNomic use only until that point. Of course, the promotor system was designed like that from the beginning; I imagine implementing something similar in the CotC database would involve some really annoying changes, especially if you wanted links to temporary IDs to redirect to the correct place when the real ID was assigned.
