Considering the appeals panel in this particular case remanded
specifically to allow me to assign a harsher sentence, I'd say that's
probably a bug.  Although anyone who supported the appeal of the
question on culpability because they thought the sentence was wrong
could have just appealed the sentence, I suppose.
