hmm.. Rule 683 is more powerful than rule 2127, and they contradict each other (because R683 requires that the voter clearly identify which option e selects). Rule 683 wins, all conditional votes are impossible. I'd submit a CFJ on it, but I think there's some precedent about that. -- hopefully minor evil
