There seems to be some confusion on this issue. Voting SELL (X - Y) on
an agoran decision is equivalent to voting Y, and also posting a Sell
Ticket with cost X and automatically changing your vote to comply with
the filler's wishes. Essentially its a conditional vote. No need to
post extra pledges.
