If we just remove the randomization, then the Speaker gets to assign prerogatives as e pleases, but e still has to assign them to a specific group of players, which doesn't leave a lot of room for political jockeying. Opening it up to a wider group such as senators would create even more room for it, but then prerogatives would cease to be a reward for winning and would be almost entirely political, and I don't like the mood of that. Allowing them to go to any winner ever may be a bit much. Probably they should have to be re-earned after some point, but I see that as room for improvement by a future proposal. -root
