Both the Date: and first Received: headers on BobTHJ's message are before those on comex's, so it's not really all that relevant, but Rule 478 says we go by "the time date-stamped on that message" which to me means the Date: header, although I haven't gone back to check if the precedent that the first Received header should be used was from before or after that language was inserted.
