This second attempt in BUS fails, because the attempt in OFF succeeded.
(Registering in OFF is unusual and non-customary, but that doesn't
prevent it working; the general custom seems to be that OFF is for
reports you're required to make by the rules, and BUS is for everything
else game-changing, although BUS, OFF, and the two backup lists all work
the same way for performing game actions gamewise (DIS is different
though).)
