I'm not fond of this idea. Due to the imbalance of information, votes
already tend to skew toward lynching a townsperson and away from
lynching a werewolf, which means that every townsperson's vote
matters. Villagers who have abandoned the game should be discounted,
not decided randomly.
Where I play / kibitz, players who don't vote or discuss sufficiently
get killed by the moderator. Sometimes their information is revealed
by the kill, and sometimes not.
Although in a recent game, one player's non-participation helped
secure a Town victory.
