Actually, looking back at CFJ 1358, "title" and "name" were conflated
as being the same thing in that case, and conflict was avoided only by
interpreting the "title" as including the proposal's number.  But the
proposal at hand would create a specific definition of a proposal's
title that does *not* include the ID number.  So by the precedent of
CFJ 1358, I stand by my original comment.
