An Insane proposal was a proposal submitted all in caps, which 
automatically made (1) all voting secret to the assessor and (2) made 
it illegal to discuss, even privately, your votes with others.  And 
if everyone voted against it, you won.

If you wrote a horrible (bad effects) insane proposal, then everyone in 
their right mind would vote against it.  However, if they did so, you 
would win the game.  So someone had to vote FOR it to stop you from
winning.  But since they couldn't discuss it, what if everyone decided
to vote FOR it to stop you from winning and the horrible proposal 
passed?

An Insane proposal that people voted for and passed led directly to (was 
the keystone of) the Town Fountain.
