The rules define a public document as part of a public message; therefore, presumably, every possible part of a public message is a public document. In this case, the precise public document that is self-ratifying is the "list of all instances of that class and their owners", so this list ratifies unless it is "explicitly and publicly challenged". There was a claim of error, but this claim of error quoted a part of the message outside the list, and did not claim that there was actually any error with the list. Therefore, the list did self-ratify, so FALSE is appropriate. I'll judge it later. --Ivan Hope CXXVII
