If I remember the punctuation correctly, it was "an Announcement of
Chaos, which . . ." The comma indicates that the sentence does not
refer only to Announcements of Chaos which destroy all rules, but
rather states that Announcements of Chaos do in fact destroy all
rules. I don't know what the consequences of this are.
