I read it as meaning "I don't know". The purpose of PRESENT is to fill quorum (i.e., assert that you've had your chance to vote and no one's slipping decisions through behind your back) without actually affecting the outcome. (Except for the satisfaction of quorum, the number of PRESENT votes has no effect on the outcome of a decision.)
