Gratuitous: Without an appeal to authority (old case law) here's a simple argument. 1. "Regulate" is not a term defined by the rules, although the rules (R2125) define what makes a thing regulated. 2. The #1 definition for "Regulate" in MW-online is "to govern or direct according to rule; to bring under the control of law or constituted authority". That's pretty darn clear and applicable. 3. The authority in question in R2125 is clearly "the Rules". 4. For something to be "governed or directed" according to some authority, it must be performed as specified by said authority. Otherwise the authority isn't actually an authority. 5. R101 grants players the right to perform unregulated actions, but in doing so specifically withholds the right to perform regulated ones, so no blanket right can be construed to be specified by the rules. 6. (Conclusion) Regulated actions/quantities can only be performed/ changed as specified/governed by the Rules, and R101 does not so specify. -Goethe
