You're absolutely right about my "modifier" argument, but I disagree
with your first part ... whether any reasonable person would mistake 
the secret rule for an agoran rule from the ruleset, or whether context is 
sufficient to know that a common english should be applied within the 
contract.  e.g., if no reasonable person would mistake the secret rule 
for (R2141) "a type of instrument with the capacity to govern the game 
generally" then it is just not that sort of rule.

Otherwise, we'd have to start watching the use of all common words once
they happen to be in the ruleset as well (I remember, when Orders (as in
commands) were such a pain, I consciously used phrases "in the following 
sequence" instead of "in the following order" ... a pain).
