I've been watching Agora Nomic for a while.  While I wouldn't say that
taking advantage of loopholes is *explicitly* encouraged, I've
definitely gotten the impression that scams and loopholes are part of
the culture.   I see the onus put on the authors of proposals,
contracts, etc, to make things loophole-free.

Then write the contracts for pens airtight, safe from scamming.
