You mean you don't like the idea of limited liability, where it's
possible for a rule violation to be committed and no first-class
person held responsible? We could require Agoran Consent for the face
creation and manual amendment, or require a face to devolve some if
not all of its obligations (or make it a partnership!), or sprinkle
them with potential for exile, or at least "time-outs for bad
behavior"--you're still a player and can keep all your stuff, but you
can't actually do anything for some amount of time--or just make a
face designate a consenting "scapegoat" to receive some of the
punishment before it can do anything, or put the punishment on the
executor of the action, or anything else, I guess.
