Perhaps you'd have to give evidence that you agree to the panelist
who's performing the action.  But not publicly-- even a bona fide
contract can be made in secret.

Not necessarily.  Two conspiring players could mislead the courts as
to the validity of a panel judgement with private consent, just as I
could make a fake mail and pretend to register, and mislead Agorans as
to the existence of the new player.  Both are bad form, but in the
first case, the judgement would be valid anyway, just as in the
second, I wouldn't have actually registered anyone.
