I thought about various things like this:  "the Notary SHOULD only ask the 
contestmaster/ partnership point of contact" or "any other member CAN publish 
the same information to fulfill this requirement on behalf of the requested
member" etc. but each had its own little problems and I decided to keep it 
simple and hope everyone played nice.
