It's not at all clear to me that this both a) successfully defines the Mad Scientist's report for the purpose of awarding E notes per R2126; but b) does not define the Mad Scientist's report to the extent that the Mad Scientist would be in violation of R2143 whenever a Monster proposal is rejected. -root
