Caller's Arguments:

Rule 2019 requires the Speaker to make assignments by using the
term SHALL (R2152).  Question 1 comes down to whether SHALL empowers
the act to be performed by announcement or any other method, or
merely requires without empowering.  The time limit is specified by
R1023(a) by "timely fashion".


The relevant parts of R2152:
      4. CAN: Attempts to perform the described action are successful.

      6. MUST, SHALL, REQUIRED, MANDATORY:  Failing to perform the
         described action violates the rule in question.

This game being Agora and not any variety of ParaNomic, it seems to me that the use of SHALL and its MMI synonyms at a minimum enables the ability to carry out the described action, subject as always to other rules. It would be against the spirit of Agora to simultaneously require and prohibit an action (though it would be in the spirit of ParaNomic). I draft rule TRUE.

    If the Speaker fails to assign prerogatives for the upcoming
    month in the seven days before the beginning of a month, e CAN
    assign prerogatives (for that month) after the month has begun.

Question 2 (trivially FALSE if Question 1 is FALSE) is, if the
Speaker is empowered to so assign "in a timely fashion before", does
the SHALL continue to empower em after the time limit has expired?

Since the SHALL necessarily empowers the subject to carry out an action in question (see CFJ 1890), it does not in and of itself have a time limit. The question at hand applies to a case where the SHALL is paired with a time constraint.

I see no reason that the time constraint on SHALL in and of itself causes the ability to expire when the time constraint expires, as the time constraint is for the performance of the act. As one precedent, Officer reports have historically been accepted even when published late. As another precedent, CFJ decisions have been accepted past their deadline, up to the point where the CFJ is assigned to another player. I draft rule TRUE, but encourage that this issue be examined for process improvements.
