Upon finally reading through this carefully, I wish I'd paid more attention to

It seems that the four-day minimum in (a) would take care of timing scams
pretty well.

Append: Publishing support for an announcement of intent implicitly withdraws
any previously published objection to that announcement, and publishing
objection to an announcement of intent implicitly withdraws any previously
published support for that announcement.

This may lose the benefit of the 0/0=0 feature of index arithmetic.
