Actually, only "official reports" can be ratified. Is the Ruleset an official report? All other reports are officially called reports. The Ruleset isn't so defined. Is the Ruleset something different? If so maybe it can't be ratified (here, common definition somewhat competes with exceptio probat regulam). -Goethe
